Stephanie Unwin was appointed Chief Executive Officer at Arc Infrastructure in August 2025.

With more than 30 years’ experience across the energy, biotech, commodities and legal industries, Stephanie has a strong track record of working in infrastructure and in supporting regional development and communities.

Prior to joining Arc Infrastructure, Stephanie was the CEO of Horizon Power, Western Australia’s regional energy provider. Stephanie has held senior leadership roles at CBH Group and Synergy. She was the CEO of listed biotech, Phylogica; and has held several directorships of Australian, USA and Toronto Stock Exchange-listed companies.

Stephanie has a Bachelor of Law and a Bachelor of Economics from Murdoch University and is a graduate of Harvard Business School – Advanced Management Program 191. She was admitted to the Bar in Western Australia and is a Graduate Member of the Australian Institute of Company Directors.

Daniel Ellis was appointed General Manager Works Delivery at Arc Infrastructure in June 2022, having joined the business in 2016 as Regional Engineer for the Central and Southern Maintenance Districts.

With more than a decade of experience in the rail industry, Dan has extensive expertise in maintenance, project delivery and infrastructure management.

Prior to his appointment as General Manager Works Delivery, Dan served as Head of Maintenance Delivery. Before entering the rail industry, he worked in the building and construction sector, where he developed significant project management experience. His rail career has included roles such as Project Engineer and Track Superintendent.

Dan holds a degree in Civil Engineering from Charles Darwin University and has built a successful career delivering infrastructure maintenance and capital works programs across Western Australia’s rail network.

Sarah Fitzgerald was appointed General Manager Commercial and Regulatory at Arc Infrastructure in December 2025, after previously serving as Head of Legal and Senior Legal Counsel.

With more than 16 years’ legal experience, Sarah has extensive expertise in commercial contracting, infrastructure law and transport sector regulation.

Prior to joining Arc Infrastructure in 2018, Sarah practised law in Perth and worked for the Department of the Attorney General. Throughout her career, she has developed a strong reputation for delivering legal and commercial outcomes across complex infrastructure projects and commercial agreements.

Sarah holds a Bachelor of Law from Murdoch University, a Graduate Diploma in Legal Practice from The College of Law Australia and is a Graduate of the Australian Institute of Company Directors.

Simon Gilders was appointed Chief Financial Officer at Arc Infrastructure in September 2024, having joined the business in 2018.

With more than 25 years’ experience across finance, corporate advisory and business development, Simon has a strong track record in infrastructure investment, commercial strategy and project development.

Prior to becoming Chief Financial Officer, Simon served as Business Development Project Manager and later Head of Development. Before joining Arc Infrastructure, he held finance and business development roles within the Western Australian logistics industry and corporate advisory sector.

Simon has played a key leadership role in several strategic initiatives, including the development of Hiivr Rail, Arc’s autonomous rail wagon, the Kenwick Intermodal Terminal and the Greenbushes Railway recommissioning study. He is a Chartered Accountant, a graduate of the Australian Institute of Company Directors and holds a Bachelor of Commerce from the University of Western Australia.

Daniel was appointed Chief Information Officer at Arc Infrastructure in September 2024, having joined the business in 2016.

With more than 27 years’ experience in information technology, Daniel has extensive expertise in operational and corporate technology, cybersecurity, infrastructure automation, resilience and project delivery.

Prior to his appointment as Chief Information Officer, Daniel held the roles of Manager Technology Business Systems and Head of Technology at Arc Infrastructure. Before joining Arc, he held Oracle application consulting roles across South Africa and the Middle East, and technology leadership positions with BAE Systems and Barrick Gold in Australia.

As Chief Information Officer, Daniel oversees all aspects of technology across the business, supporting Arc Infrastructure’s operational performance, security and innovation objectives.

Paul Lowney joined Arc Infrastructure in 2008 and is General Manager Network Strategy and Customer Operations.

With more than 20 years’ experience across railway infrastructure in Australia and Europe, Paul has extensive expertise in engineering, project delivery, network planning and customer operations.

During his time at Arc Infrastructure, Paul has led several significant projects, including the Midwest Rail Upgrade, which increased rail network capacity to support both the iron ore and agricultural sectors. The success of this program led to his appointment as General Manager Infrastructure.

In his current role, Paul leads the Engineering, Planning, Network Control and Customer teams, helping to deliver safe, reliable and efficient services across the Arc network.

Jessica Tiwade was appointed General Manager People, Governance and Risk at Arc Infrastructure in 2021, after previously serving as Head of Governance and Risk.

With more than 20 years’ experience across infrastructure, health and mining, Jessica has extensive expertise in governance, risk management, assurance, compliance and organisational development.

Prior to joining Arc Infrastructure, Jessica held governance, risk, assurance, compliance and accounting roles with organisations including Silver Chain Group, Rio Tinto and Clough Engineering.

Jessica holds a Bachelor of Business with a double major in Accounting and Marketing. She is a Graduate and Fellow of the Governance Institute of Australia and a member of Chief Executive Women.
